which copies are enclosed, noted in the margin, I have the honour
to inform you that the fact that an out-
-break of the 5th. L. Infantry had taken
place at Singapore, was communicated to
me on the evening of the 16th. instant
by the Governor of Singapore. The

General Officer Commanding received the
news in greater detail at the same time
and after conferring with me sent the
telegram to the Secretary of State for
War which forms the first enclosure to
this Despatch. Subsequently I received your telegram of the 17th. instant to which I replied, after consulting Major-General Kelly,
on the 18th. instant. The same day Major-General Kelly informed
the Native Officers of the Indim Regiments in Garrison of the
occurrence under the circumstances mentioned in my telegram of the
20th. instant. Later in the day he received information from
Singapore that it was desired to keep the incident secret. Steps were accordingly taken to keep the information of the outbreak out of the local Press, and to stop all telegrams relating to the
matter.
